The guy said from the jump he did not know much about the subject. Obviously this is a fantasy of his and he wanted to share it with Literotica readers. And his observation was right in the fact that maybe not the FDA but another government acronym would put a stop to what he was doing and when you think of the kind of work the guy was in, it only made sense for him to naturally assume that any testing that would invovle humans would be controlled by the FDA. Also i think he is right because the FDA controls any substance that involves a chemical reaction.
