During treatment, the most resistant bacteria are the last to die so any bacteria that survive a course of treatment are now selected to build the next generation of stronger and more resistant bacteria.
The solution is exactly the opposite of Gavin's statement i.e. more antibiotic for a longer time to ensure all bacteria are killed.
